Jose is Deputy General Counsel @ LatinoJustice PRLDEF and oversees the CAP Leadership Institute and its myriad of pre-law pipeline programs. He previously served as Legal Director from 2007-2021 and was the lead lawyer in a number of LJP’s ground-breaking immigrants’ rights cases including: establishing eviction protections for immigrant tenants in New York City; barring private landlord in New Jersey from seeking immigration status of prospective tenants; and limiting local police enforcement of civil immigration warrants. He represented CUNY Law grad Cesar Vargas in his precedent-setting NYS bar admission case establishing that a DACAmented law graduate can fulfill state character and fitness bar admission licensing requirements; and that the Judiciary can determine a bar applicant’s eligibility without any prior state legislation authorizing such action.
